The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Ports jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunters Point in the southern part of San Francisco, to Fishermans Wharf in the northern part of the City.
The Ports diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

Job Description The Manager of the Enterprise Applications unit, under the general direction of the Ports Director of Technology, is responsible for the day-to-day operations and oversight of the Ports inventory of software solutions. Additionally, the Manager of the Enterprise Applications unit will act to bring technical expertise to the Port Modernization program and its system improvements, acting as a liaison between technical staff, project management, leadership, and stakeholders throughout the projects lifecycles.
The Enterprise Applications unit is comprised of four positions, each responsible for the maintenance and oversight of current systems and charged with taking on the role of technical lead for incoming systems. The Manager of the Enterprise Applications unit will be responsible for ensuring that their team is equipped and engaged to take on this role.
The Director of Technology is the Ports designated Information Security Officer, however many of these responsibilities, as they pertain to the Ports enterprise applications, have been delegated to the Manager of the Enterprise Applications unit. The Manager of the Enterprise Applications unit is responsible for ensuring that all software that is acquired or developed by the Port meets Citywide and industry-standard information security standards.
Oversight and management of the Ports network infrastructure, workstations, telephony, and access control policies is the responsibility of the Manager of Information Technology. The Manager of the Enterprise Applications unit will serve as the chief liaison between the Enterprise Applications unit and the Information Technology Unit, ensuring coordination regarding the infrastructure supporting the Ports software inventory.
The typical duties of the Enterprise Applications Manager include, but are not limited to:
- Provide tactical direction to the Enterprise Applications team based on the current technology strategy
- Participate in meetings with internal clients, consultants, and third-parties, serving in the dual-capacity as the technical expert and the liaison on behalf of the Enterprise Applications team
- Respond to system incidents, monitor alerts, and implement monitoring and logging strategies
- Execute information security policies at the direction of the Director of Technology, monitor implementation, and provide recommendations
- Lead system upgrade, replacement, improvement, and support efforts for the Ports suite of enterprise tools. Champion the adoption of integrated tools, data-informed structures, and people-centered development
- Champion agility and iterative development practices across the organization and within the team. Implement cadences, agile ceremonies and artifacts, and communicate these practices to stakeholders
- Provide hands-on skill development to Enterprise Applications team members and Port staff on tools, technologies, and good development practices
- Ensure that all Port applications meet the data warehousing requirements, supporting the implementation of structured data, data warehouses, and analytics tools
- Support technology procurement, ensuring that software procurements meet City and Port policies and fit within the strategic technology landscape
- Respond to requests for support, and serve as the primary system administrator for enterprise applications, delegating that role as appropriate to team members
- Build and support healthy intra and inter team dynamics, developing relationships between the technology teams as well as teams across the Port
- Advocate for the Enterprise Applications team in resourcing, workload, budget, and planning conversations.
Qualifications
Education: - An associate degree in computer science or a closely related field from an accredited college or university.
OR
- Its equivalent in terms of total course credits/units:
- At least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field.
Experience Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience.
License Possession of a valid California drivers license (to be presented at time of appointment). Insurability under the Ports automobile liability insurance must be maintained throughout employment.
Substitution Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).
Note:
One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.
One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Nature of Work Candidate must be willing to work a 40-hour week as determined by the Port. Twenty-four (24) hour on-call support and occasional weekend and after-hours work is required. A hybrid schedule may be coordinated with the candidates supervisor.

An ability to understand and bridge competing priorities, developing a strategic approach to the order of work, and being able to thoughtfully communicate that approach to stakeholders as well as their team is paramount to success in this role.
