Job Summary

The Management Analyst will create and implement detailed solutions for new and existing business processes to improve efficiency, increase customer satisfaction, and make information accessible while ensuring protection of confidential information. The incumbent will evaluate and participate in the design and implementation of project systems and tasks, including researching and advising on potential or proposed operational changes, scheduling meetings to achieve project deliverables, mapping business process flows, and creating charts, visual aids, and other documents. Additionally, they will use data organization and analysis skills and develops policies, procedures, and communication mechanisms to ensure attainment of program goals.

Primary responsibilities include:
  • Provide operational and coordinative support for Health Care Home projects along with leaders and staff and act as business representative for agency-wide and Health Policy technical workgroups (i.e. Tableau, Power BI, eLicensing system, etc.).
  • Provide consultation in the use of data applications, workflows or other tools so that Health Care Home business processes are current and efficient.
  • Assist with planning and implementation of projects that support the functions and objectives of the Health Care Home program.
  • Coordinate collection and compilation of information to produce reports and other communications.
This position is eligible for hybrid telework. Employees living within 50 miles of the office must work in-office at least 50% of the time each month. Employees outside that radius may telework more with division director approval.

Qualifications

Minimum Qualifications

Two full years of experience completing each of the following:
  • Working with database systems, spreadsheets, or data management tools, including compiling, organizing, maintaining, and reporting on datasets.
  • Collecting, analyzing, and reporting data to support program operations, evaluations, or process improvement initiatives.
  • Developing business process documentation, such as workflows, flow charts, procedures, forms, visual aids, or instructional materials.
  • Coordinating or supporting projects, including gathering requirements, facilitating workgroups or meetings, scheduling tasks, and ensuring deliverables meet business needs.
Qualifications to be assessed during interviews:
  • Ability to translate complex or technical information into clear, understandable, non-technical language for a wide range of stakeholders (e.g., MN.IT staff, inexperienced users, leadership).
  • Skill in facilitating cross-division collaboration, managing conflict, and navigating organizational culture to build consensus and support project deliverables.
  • Ability to evaluate business processes, identify operational issues, and recommend effective, feasible solutions, including describing the reasoning behind selecting one option over another.
Preferred Qualifications
  • Experience with business intelligence or data visualization tools such as Tableau or Power BI, including creating dashboards, visual aids, or analytic reports for program decision-making.
  • Knowledge of public health, healthcare systems, or state government operations, allowing the candidate to understand the broader context of Health Care Homes and MDH business architecture.
  • Experience developing policies, procedures, training materials, or technical documentation to support implementation of new systems, workflows, or operational changes.
